Working experience: Matthew Tan Hooi Sin is Chief Executive Officer (“CEO”) of SilTerra Malaysia Sdn. Bhd. with effect from 1 January 2026. He is a strategic, analytical and highly accomplished semiconductor executive with 30 years of global industry experience, having held technical and commercial leadership roles across Malaysia, China, the United States and Singapore. He brings deep expertise across technology, engineering, quality, customer engagement, as well as sales and business development. He has a long-standing history with SilTerra, including early contributions as part of the pioneer wafer fab start-up team, supporting the company from greenfield development and technology transfer through factory qualification and production ramp-up. He later gained international leadership experience at Grace Semiconductor Manufacturing Corporation (Shanghai), where he led APJ account management and worldwide customer and field engineering operations. Since returning to Malaysia under the Return Expert Programme in 2013, he has held several senior leadership roles at SilTerra, including senior director of sales & marketing, head of worldwide customer engineering, head of quality assurance and most recently as Vice President (2022–2025), prior to his appointment as Chief Executive Officer in January 2026. He initiated Silicon Photonics programme in 2014 and has been instrumental in strengthening SilTerra’s global customer engagement and expanding its strategic positioning beyond pure-play CMOS into a More-than-Moore foundry with capabilities spanning Silicon Photonics, Life Science and MEMS. She joins DNeX from Microsoft, where she served as Regional Director for Asia, under the Microsoft Worldwide Public Sector business group. In this role, she worked extensively with key government stakeholders and the public sector ecosystem within the region, spearheading secure and citizen-centric digital strategies. She also held the role of Executive Vice President, Group Digital at Prasarana Malaysia Berhad, where she spearheaded key initiatives in cybersecurity, big data innovation, and infrastructure modernisation, positioning the organisation for future-ready digital operations. Throughout her career, Shiraz has delivered impactful outcomes in advancing hybrid cloud adoption, strengthening cybersecurity resilience, and modernising national digital infrastructure for organisations such as Telekom Malaysia, Axiata Group, Petronas, and key government ministries. Her outstanding contributions have been recognised through multiple top-performer accolades for Outstanding Performance, reflecting her consistent delivery of excellence at the highest levels.
